This policy brief proposes a different view on digital transformation.

Beyond4.0 project rejects simplistic views about technology and the impacts of technology. A large part of current research on digitalisation regards digital technology as simply the primary tool of business competitiveness. Decisions about that technology are viewed as being internal, firm-level decisions.

The impact of those decisions is then examined at the firm and labour market levels. The role of government is then to introduce measures to deal with those impacts. Much research recommends solutions focused on social security, such as introducing a Universal Basic Income and adjusting education and training to provide new skills and strengthen worker employability. From this perspective, the right policy is about identifying the optimal mix of these measures.
