Frans van der Zee is leader of WP4 Regional perspectives and prospects in Beyond 4.0 and a senior scientist/strategist in TNO’s Strategy & Policy group (The Hague, NL).  Trained as a development and political/institutional economist, with a background in public economics and regional development, his work @TNO focuses on economics of innovation and innovation and technology policy topics, ranging from policy design and governance, innovation metrics to impact assessment.

In the late 1990s and early 2000s he spent almost 10 years of his career in advising EU accession governments on regional development and agrifood/rural policy strategy issues. He was an active contributor to the later smart specialisation and key enabling technologies (KETs) debate (EU/OECD).

As from 2005 onwards he led a number of EU projects on the future of European manufacturing and the future of skills and jobs, in preparation of the 2010 New Skills and New Jobs flagship, followed more recently by contributions on KETs, Industry 4.0, and robotisation and their impact on skills and jobs. Another part of his work focuses on innovation hubs/ecosystems; public-private partnerships in research and innovation; and, since 2017 missions and mission-oriented policy. Frans holds an MSc in Development and Agricultural Economics (1989, cum laude), and a PhD in Quantitative Economics (1997) (Wageningen University, NL). He was a former co-director of SEOR (Erasmus University Rotterdam), senior consultant at the Netherlands Economic Institute (later ECORYS), and lecturer public economics and finance at Erasmus University Rotterdam and Wageningen University.
